City calls Portland emergency notification test a 'failure'

PORTLAND, Ore. - Most local residents hoping to get a phone call or text message Thursday morning during a city-wide test of an emergency notification system got nothing, a spokesman for the department conducting the test said Thursday afternoon.

Randy Neves, spokesman for the Portland Bureau of Emergency Management (PBEM), said that while the test was still technically ongoing Thursday afternoon, he was calling the results so far "a failure."

Neves said only 2,100 of the 317,000 people who signed up for a phone call or text message from the system actually got a notification and apparently no one outside the city limits received a message.

The system is designed to send out information during a natural disaster or other large-scale emergency. It should send information to people with a home phone or who are signed up to receive a call or text message on their mobile phone.

Bank robbery suspect with two guns eludes capture

CLACKAMAS, Ore. – Clackamas County Sheriff’s deputies are asking the public for tips to help catch a bank robber who openly displayed two handguns during a holdup at a Chase Bank branch Thursday morning.

Security cameras at the bank captured images of the suspect, who had his face covered while brandishing two revolvers, one black and another silver. No one was injured during the robbery and deputies did not say if any shots were fired.

A witness called 9-1-1 around 10:30 a.m. after seeing employees inside the Chase Bank on Sunnyside Road with their hands up. A “hold-up” alarm from the bank was received by dispatchers at the same time as the call.

Deputies responded immediately but the suspect had fled on a purple mountain bike, which was found near Southeast 124th and Mather Road. A search of the area, including police dogs, failed to turn up the suspect.

Investigators said the suspect rode to the bank and also fled on the mountain bike.
